Our current system treats our food waste and garbage as if they are a burden, something horrible to be dealt with. I propose that we treat them like they are fuel. Waste-to-Energy is a possible solution to processing our garbage, providing heat and electricity to Monroe County, increase revenue for the county in order to lower property taxes and invigorate the job market in our area. If elected, I would fight for a major overhaul of our waste treatment system. I would seek to implement 15 waste-to-energy plants to replace current landfills. These facilities will reduce environmental impact by collecting gas emissions, such as methane, produce diesel fuel from the recycled plastics, and supply heat and energy that has 50% lower emissions than coal. In order to make these plants a reality, we need more people trained for the waste-to-energy industry both to manufacture the machinery for the plants and to operate the plants. Our public institutions will need to create or improve existing degrees or certifications in order to help people be prepared for these jobs. We also need to expand funding for public education so that displaced workers from previous industries can get new training that will be useful in this new industry. Next, we would contract with companies to base their manufacturing and operations in Monroe County. In return, they would receive a contract to supply the needed machines and support services for the 15 plants. Funding would require Municipal Bonds and state fund investments but this will be offset through over $1 Billion in annual revenue once all 15 plants are operational. There will be additional revenue from all of the jobs created and taxes paid by the companies that will be located in our state. Instead of looking at garbage like a nasty byproduct that we must deal with, we can treat it like a fuel. We can clean up our environment and help Monroe County to truly experience economic growth. My comprehensive plan is the change our environment needs and exactly what our economy needs.
